If you own your flat on a long lease, you are responsible for keeping the inside of the flat (including window glass) repaired and decorated and maintaining all electrical equipment, including your water heaters, but not the under-floor heating.
If you are renting your flat from the Corporation, you are responsible for the interior of the flat, so you are meant to decorate the flat before you hand it back. But the Corporation will prepare a schedule of what needs doing and agree a price with you for the Corporation to do it instead. The Corporation is responsible for the structure and the exterior. The Corporation is also responsible for the water, electricity, heating, and the Garchey refuse disposal services. You have to replace broken window glass.
