Type 94 is a Willoughby House maisonette layout which involves a slight massaging of the space used for the standard Type 90 maisonettes and its sisters. There are only two such flats. The architects must have run slightly out of space. Instead of the standard 16'9" window frontage, Type 94 flats are narrower with only 13 feet. So there's no room for the bathroom on the living area level and instead it's upstairs next to the bedroom. The general idea is still the same. You enter the flat off the building's central corridor and you take steps up to the living area and up again to the bedroom. The kitchen is off the living room. The WC is off the corridor leading to the bedroom. As I have said, instead of being off the entrance hall, the bathroom is upstairs.
